Library and laboratory facilities will continue to enable students to get most of their lives. On the way testing has changed the test, rather than rote memory, but the actual learning of students.
Open learning is based on the distance learning system. “Distance” refers to the manner and openness of philosophy. Distance learning may or may not be opened. It is therefore necessary to think about planning for distance learning, stages of work, organizational structure and activities carried out in the distance education system.
Planning
Planning during the conceptual phase, planning during the evolution and growth planning stages and three stages of planning time. When an institution has established detailed planning on goals, strategies and operational plans, implementation plans, policies and procedures for management and development should be written. Dodd. J., as provided in E. Keegan, in “distance learning” has given instructions for programming. Remember students, courses, school year the media (print and broad cast non broad cast), department support, analysis, evaluation, management, financial management and the date of opening of the program. It is the adoption of new technologies coming forward and facilitate its learners.

Broadly speaking, there are six phases of work on distance learning.
1) planning programs.
2) developing educational material.
3) Production of educational materials.
4) supply of materials and services (consultation, assessment, etc.)
5) Evaluation of products, processes and services.
6) maintenance and modification of instructional programs.
Although planning programs, distance educator is to think that the program has developed long term programs or programs for the short term. Development stage is to think of a study text audio video cassettes, kits, etc. In the stage production, he should think about multicopying audio books and video tapes and kits. Minority teachers’ importance emphasized by U.S. education secretary
